The Eastern Area Communities Planning Committee (EACPC) will hold its annual election of board members on Tuesday, March 11, starting at 6 pm at Teen Challenge, 5450 Lea St, San Diego, CA 92105, just before and during the regular March meeting of the EACPC.
Election Process
Eligible voters can cast ballots at this location from 6:00 pm to 8:00 pm. All voting is by secret ballot and must be done in person at 5450 Lea St.
To be eligible to vote, you must:
Eligibility to vote may be established by presenting an ID, utility bill, lease, deed, or other document that shows the address within the Eastern Area Communities Planning Area. Alternatively, a voter may sign a form attesting to their eligibility and provide the address within the Eastern Area Communities Planning Area.
Once eligibility is established, a voter will receive a printed ballot containing instructions and the list of all candidates to select from. After selecting the candidates of their choice, each voter will deposit their ballot in the ballot box.
When voting ends at 8:00 pm., the ballots will be counted by the Election Subcommittee. The results of the votes will be provided to the Chairperson to announce the successful candidates to the public by the end of the March meeting.

Why you want to be a candidate for EACPC
I feel that planning matters are very important to our EACPC community and how it grows.
I want EACPC communities to be as well planned as possible, economically balanced with the rest of the City, providing adequate housing, employment, commercial, parking, parks and recreation opportunities with reasonable mobility for a variety of transportation modes and enjoy being part of the process.

I have been part of the EACPC for several years, during which I have learned a lot about planning, what community members in our and other areas consider to be important for better neighborhoods and have kept up with the newer development regulations and their impacts.

Why you want to be a candidate for EACPC
I want to be involved with planning the future of this community and its surrounding neighborhoods. I grew up in this area my whole life. I could easily have moved to a different area of San Diego but I chose to stay because it is more meaningful to build upon something than to just move to a “nicer” area. When I want to see change, I’m usually the person that facilitates that change.

I enjoy serving our community through volunteering.
Relevant qualifications
Served on EACPC for nearly two years and have previously served as the vice chair on the Redwood Village Community Council for a period of about three years. For 14 years, I worked in a management role for a museum in Balboa Park and had extensive dealings with the City of SD: Parks & Rec, Operations, SDPD, and budget departments.

Why you want to be a candidate for EACPC
I am currently serving on the EACPC as a member-at-large but I would like to move to the currently vacant Redwood Village seat. I would like to be considered for this open seat so that I may specifically represent the community in which I reside and have served for many years. I enjoy serving on the EACPC because it provides me the opportunity to work more closely with my neighbors and residents of surrounding communities, to learn more about local government, its policies and processes, and how local government decisions affect the Eastern Area. I also greatly appreciate the opportunity to forge good working relationships with City staff and be a part of the decision-making process for capital improvements and relevant issues for the Eastern Area and specifically for my community of Redwood Village.

Why you want to be a candidate for EACPC
I am passionate about serving my community and ensuring that Oak Park and the surrounding neighborhoods continue to thrive. While I have lived in Oak Park for the past three years, my connection to this community runs much deeper. My wife’s grandparents originally purchased our home when it was built in 1949, and her father was raised here, attending Oak Park Elementary School, Horace Mann Junior High, and Crawford High School. My wife’s mother was also born and raised just six houses away, growing up in the same neighborhood and attending the same schools. This long family legacy has given me a deep appreciation for our community’s history and the importance of preserving and enhancing its future.

I bring a strong background in leadership, operations, and community involvement. As a Vice President of Operations for one of the largest local construction companies, I manage multiple project teams and have extensive experience in planning and construction—skills that are directly relevant to the work of the EACPC. I also serve on the board of the South Bay Family YMCA and am about to join the Junior Achievement of San Diego Board.
Beyond my professional experience, I am a proud mother of two and a dedicated neighbor who cares deeply about the future of our community. I believe in thoughtful planning, responsible development, and advocating for the needs of our residents. I would be honored to serve on the Eastern Area Communities Planning Committee and contribute to shaping a vibrant and inclusive future for our neighborhoods.

Rolando has been home for 30 years and I have seen the community grow and change. As an advocate in my previous profession in the homeownership space, I understand the importance of advocacy and having a voice in every community to support its present and future residents.
